The Bartlett is an Oberth Class Starship in the service of Solas Tempus under the Research Arm (Green Team). The vessel has been outfit according tot he Refit Guidelines and does not have time travel capabilities.

The temporal operative aboard is an old Cardassian man who was injured in the line of duty, though technically he is still able to go on a mission there is a chance that prolonged temporal displacement could cause a neuro-chemical imbalance. He retains his rank and position has he has not been declared unfit but prefers not to test the hypothesis.
