She is under the direction of the Research Arm (Green Team). The vessel has been outfit according tot he Refit Guidelines and does not have time travel capabilities.
Refits
The vessel is refit with emphasis on biological testing geared toward impacts of temporal and subspace fields on living tissue. As such its medical facilities are expanded and its labs are generally supplied for biological research. She has a crew including biologists, doctors, and temporal physicists. Her science officer is also a temporal operative, though currently not including in the operatives duty roster.
The vessel is commanded by a pair of Romulan scientists who defected a decade ago, but whom the Federation never trusted enough to make use of. They sought asylum with Solas Tempus who was happy to use their knowledge and skills. Eventually rising in the ranks to command the Bartlett. Their service has been exemplary.
The temporal operative aboard is an old Cardassian man who was injured in the line of duty, though technically he is still able to go on a mission there is a chance that prolonged temporal displacement could cause a neuro-chemical imbalance. He retains his rank and position has he has not been declared unfit but prefers not to test the hypothesis.
