This is the 2nd vessel for which [[Solas Tempus]] has constructed themselves rather than refit from an existing space vessel. The Ishtar began construction in 2377 as the initial design prototype being build from the ground up at the [[Ronin Shipyards]]. Initial testing was done under the registry of ''TOV-X2''. Prototype testing was completed in June of 2379 and the ship design was finalized later that year.
