She was commissioned in 2258 serving in the Federation until it was slated for decommissioning in 2302 where it rested in far Mars orbit at the Utopia Planitia shipyards while it was studied for prospects of either expanded refit or dismantling to be used in the construction other vessels. After a long history of the vessel trading hands the vessel was finally refit by Starfleet Intelligence. Later Solas Tempus extensively refit the ship again further altering the designs.
Offensive Refit
Other than the standard weapons for this class of ship, the Reed was the last vessel refit with Temporal Weapons before the ban.
Defensive Refit
The ship fell out of use as new technologies became available allowing for later generation power systems to utilize safer methods of time travel. The TDE on this vessel can at times be less than stable and requires an extremely experienced engineering team to keep all systems running well.

History
While attempting to resolve the conflict beginning with an attack on Cestus III by a Gorn warship in 2267, the Federation eventually attempted to broker initial trade deals with the Gorn government. These were tense negotiations which failed to pan out until 2308 when the first official cease fire and treaty allowing for free trade between the two powers was finally signed. That deal included a trade of 28 decommissioned Federation ships along with approximately 67 support craft of various types to be used to enhance commerce and security. This was needed as the Gorn had several dealings with the Orion Syndicate for trade and feared reprisal for involvement with the Federation.
The USS Rising Sun was included in this deal, it arrived at the Gorn home world in 2309 and was used by the Gorn as a defensive escort until roughly 2312 where it was then sold on the open market. It was used in various situations by a variety of governments and private companies until 2358 when Starfleet Intelligence reclaims the vessel for experimental refit. No official documents exist which explain any details about this refit, indeed the ship was taken off of any and all service rosters but is never mentioned as being lost, destroyed, traded, or sold in any way.
Section 31 began experimental refit of the vessel shortly after Starfleet Intelligence reclaimed the ship and towed it to Potsdam Station, which at the time had the required drydock facilities and support ships for the operation. The engines were extensively refit, the vessel's power systems were completely rebuilt from the ground up. In 2359 the ship's redesign and refit were complete and it housed the most powerful temporal energy core ever designed.
In 2360 the ship was assigned to Operative Lance Thomas and his team. There are no official records of Thomas's orders but not long after this the ship was commandeered by Lance Thomas and a skeleton crew. Even after repeated attempts Section 31 was unable to find the vessel before Thomas and his crew used their knowledge of illegal operations involving time travel technology to force Section 31 / Starfleet to give up claims on the vessel.
In 2368, along with the USS Reed the Rising Sun was sent back as the lead ship in a temporal investigation to Earth in 2048 where the USS Reed was declared destroyed by the returning ship. After serving as the primary vessel of Solas Tempus it was later decommissioned and replaced by the USS Shadow River.
