Theo is very self-controlled and honest. He is naturally sympathetic to the feelings of others but keeps his own emotions close to the vest. He's always very professional and tries to be courteous although he has trouble connecting with others. He is very observant of the world around him, preferring to see things for himself rather than take the word of others. Usually not the ambitious type he is pretty happy with his life and what he does and is not a big risk-taker. He is very logical and methodical, checking every box and crossing every t.
Socially he can be outgoing but struggles with his desire to be an extrovert against his emotionally closed nature. While he enjoys crowds and the company of others, having to put aside his normally critical self to be more outgoing tires him out. His seriousness puts up a wall that is hard to breech, he's never flirty nor does he put much value in romance, preferring to focus on his work.
Professionally Theo's tendencies help his career of being a doctor, he can be aloof and detached and that is normal. People come to him for help and he truly likes helping but at times his bedside manner leaves much to be desired. He's never really an optimist and states facts as he sees them. This runs at odds with his patients sometimes when they need someone to give him a little positivity, he struggles to do that. He enjoys research and spends much of his free time consuming all the information he can on the current state of medicine, sometimes referring to himself as a bio-engineer -- a joke that his colleagues often do not find as amusing as he does.

While he has the holographic and android bodies he spends most of his time using his XIA body, it allows him to observe more while being less observed himself, something he likes. When required he will prefer to be holographic rather than use his android body.

Background
Theo's program was developed as a next-step in what Starfleet had done with the Emergency Medical Hologram program. The USS Voyager EMH proved that a holographic program could serve as an effective doctor, even long term, given sufficient memory and processing power. The Voyager EMH was what some of Theo's program was based on, though the scientists who developed him did so attempting to learn from some of the problems the Voyager EMH had, in particular the issue of the degrading holo-matrix which eventually needed to be doubled to sustain the Doctor's massive program and memory files.
The Solas Tempus project started in 2382 in conjunction with Starfleet Command who were investigating making holographic crew a more consistent theme. They eventually put their own project on the back burner when many Starfleet doctors felt they could be sidelined by computer programs. Solas Tempus continued the project and eventually developed the AI program for Theo in 2385. Theo was not the prototype, there were 8 different prototype programs which existed in simulated environments prior to the ALFRE Act formed the Turing Agency and the Artificial Rights Committee put a stop to further testing while the legal and moral implications of the research project were reviewed.
The program that eventually became Theo was built using key features of the 8 incomplete AI programs before they were archived for historical purposes. The Turing Agency deemed that none of the 8 programs were fully sentient but that it would be cruel to continue experimenting on them, as they could become sentient. Theo became self aware on August 2nd of 2385. He was programmed with the sum total of medical knowledge available as well as given an enduring curiosity about medicine.
During his initial year Theo was put through an accelerated training program at Solas Tempus Academy and continues his training even today, though he was granted a position as the dedicated AI for the hospital complex on Nimbus Station, classified as a Medical MSAI. He has also very recently began teaching basic medicine at schools on Nimbus Station and also does EMT training.
