This department was created by the Intelligence Authorization Act passed by the Senate in July of 2381. The purpose of this department is to gather intelligence on foreign and domestic assets as well as potential sources of information for foreign agents. The department is specifically tasked with monitoring activities within the territories of the Concord and does not have authorization to initiate investigations outside of those boarders. The agency while under the Department of Intelligence and Security must also abide by the civil liberties of all citizens of the Concord and thus must obtain warrants for surveillance in order to gather information about citizens. No such protections are offered to non-citizens. The department works closely with the Foreign Intelligence Bureau.

History

The Civil Intelligence Division (CID) was established in 2381, shortly after the Serenity Concord was formed by the unification of Solas Tempus, the colony of Trocara (Markab Prime), the colony of Glacia (Markab II), and the Markabian Mining Confederation. The Concord faced many challenges in its early years, such as the temporal anomalies, the interdimensional rifts, and the emergence of new threats. These events exposed the need for a reliable and efficient intelligence agency that could monitor and protect the Concord's interests and security.

The Intelligence Authorization Act, passed by the Senate in July of 2381, created the CID as a department under the Ministry of Intelligence and Security. The act gave the CID the mandate to gather intelligence on foreign and domestic assets, as well as potential sources of information for foreign agents. The CID was specifically tasked with monitoring activities within the territories of the Concord and did not have authorization to initiate investigations outside of those borders. The act also required the CID to abide by the civil liberties of all citizens of the Concord and to obtain warrants for surveillance in order to gather information about citizens. No such protections were offered to non-citizens.

The first director of the CID was Admiral Cassandra Jones, a former Solas Tempus officer and a veteran of various temporal operations. Jones was appointed by Pethoma, the Romulan woman who heads the Department of Intelligence and Security (DIS), who trusted her for her experience and integrity. Jones was responsible for setting up the organizational structure, the recruitment and training program, and the operational guidelines of the CID. She also established a close working relationship with the Foreign Intelligence Bureau (FIB), the other major intelligence department of the Concord, which focused on external threats and affairs.

Under Jones' leadership, the CID grew rapidly and became a vital part of the Concord's security apparatus. The CID employed thousands of agents, analysts, technicians, and informants, who used advanced technology and equipment to collect and process data. The CID also communicated and coordinated with other agencies as needed establishing the need for communication early on. The CID was involved in many missions and scenarios, such as counter-terrorism, counter-espionage, cyber-security, and covert operations.
