The Accords outlines a legal framework for the consolidation of resources for allowing the study of super-normal phenomena within boarders of the signing governments. It establishes relations between the signatories and Vident Obscura, for the purposes of investigation and resolution of situations arising from phenomena and/or artifacts.
Purpose
While the treaty details a fair number of provisions, restrictions, which outline both the legal and military framework to be used, the basic premise is simple. A sub-organizational offshoot from Solas Tempus designated as Vident Obscura is allowed unrestricted access inside the boarders of a signatories space for the purposes of investigation and resolving matters which go beyond known science and have no known rational explanations. In exchange the team shall be made up of at least one representative of the government for whom Vident Obscura is investigating.
The treaty also outlines the sharing of information between governments and sets up an apparatus for communication between signatories which might normally be blocked during times of political tension or even war.
