Several temporal incursions by highly skilled operatives indicated evidence that a mass slaughter of various forms of life generally thought to be mythical on Earth occurred. This includes many variations on the human genome, known in the 24the century as Abnormal Humans as well as victims of transformative viruses and other unique conditions which only occured on Earth.

By 2371 Vident Obscura was able to study these unique phenomena and determine that these entities did in fact exist on Earth leading up to the 22nd century but most go unseen after the 3rd World War. Records of these entities, their attributes along with most other knowledge of their existence was lost to time. Records that could be found were classified as myth, folklore, and legend.

As of 2375 Admiral Lance Thomas issued a classified General Order 3912-B which orders that all creatures classified under the Vident Obscura definition as "supernatural" be allowed asylum and given protection should they wish it. Evidence recovered between 2371 and 2374 indicates that during the World War III the world governments of Earth used these underrepresented populations to wage war and largely as cannon fodder. As such the population of such entities was nearly entirely wiped out and many may be entirely extinct.

Under this General Order, which is only known to Vident Obscura and flag officers within Solas Tempus, the organization has a mandate to offer protection to any supernatural entity which asks for said protection. It also authorizes Solas Tempus and Vident Obscura to work with such an entity to discover as much information about supernatural groups which may still be in existence and otherwise gather intelligence on such entities.
