Joseph is quiet for the most part, though he is quick with a joke and a smile. He remembers everything that Michael does about what happened back on Silva II but he pushes it away and would say that he just doesn't let it bother him. In truth while he surpasses it and tries not to let it bother him, the memories come out usually when he sleeps in the form of nightmares or insomnia. He is angry like Michael but it manifests itself differently, he feels profoundly sad and a lot of his joking and laughing is a front. The real Joseph is generally sad and depressed, though he'll be damned if anyone will see that side of him - even this brother for the most part. He has a string of loose girlfriends in most sectors they visit often enough and mostly when they are together, he likes to talk. He almost never pays for companionship and women generally take to him pretty quickly - something which irks his brother. Often this is why Michael brings girls home even though it bothers Joseph. He is a lot less cunning than his brother, plays things pretty straight for the most part, but is capable of being devious in a playful way. If he's going to take someone on he'll keep it light, embarrassing practical jokes, but never serious. That is, until Michael gets involved in whatever it is and then follows along with Michael escalating a situation pretty quickly. The best analogy is that Joseph may get someone back for a slight by some college level fraternity prank at a bar or some such, shaving off an eyebrow while someone is passed out or replacing a glass of beer with something harmless but nasty that turns their teeth green and their face an odd shade of blue for a few hours.
Skills
Very book-smart, studied hard before being forced to leave Salva II in 2370, had planned to get a degree in physics and maybe go into research. Doesn't drink much unless goaded into it, very reliable and responsible. Considers himself to be in charge of keeping his older brother on solid ground but isn't nearly as street smart. Quick to laugh and smile, uses humor to disarm a tense situation. A very good pilot.
Relationship with Michael
Michael is the elder brother of the pair and has always been the physically stronger. Joseph almost always falls in line with what Michael things should be done unless he feels very strongly to the contrary. They both have learned to fit together like peas in a pod, very close and neither really knows how to live without the other - Joseph is more able to admit this than Michael but Michael is the first to step up should either be challenged, he pretends he could get along just fine and that his little bother needs him. This attitude fuel is rivalry that boarders on unfriendly sometimes, they can go sometimes months without talking to each other without a fight but try to split them up and anyone will find how tight knit they are. Psychologically they are extremely strong as a pair and able to cope with most anything that life throws at them. Although the Federation tried at one point to split them up before the Dominion War the file on the brothers expressly noted that this was not recommended and if attempted it would likely lead to the pair running away rather than capitulating.
Background
The bothers grew up on Silva II in the Federation-Cardassian boarder. In 2370 the Federation signed a treaty which gave Silva II to the Cardassian's and tried to resettle the population. The treaty spawned the creation of militant group, the Maquis who found for the freedom to keep their homes against both the Federation and the Cardassian governments. Their parents died before getting the chance to decide to join the Maquis or move away, when the real fighting started the brothers left the world behind them and never looked back. Largely the issues are still unresolved and neither bother will speak of it willingly.
After drifting around from colony to colony, with even a stint on Deep Space 9 as children they never really found a home. The brothers represent perfect examples of kids who slipped through the cracks. When the Federation tried to split the brothers up while living with a Starfleet couple's home on DS9 they ran. When war broke out they wanted no part of it, lied about their age and signed on with a Bajoran merchant of questionable reputation running cargo all over the quadrant.
When they finally approached true adulthood they decided they needed to get out from under their employer and start telling the truth about their age. They signed on with the Saffron Confederation as freelance cargo handlers signing short term contracts to get by. Eventually they found Thomas O'Reilly and signed on with him. They have extended the contract with him twice now but do not consider themselves to have found a home yet. Joseph likes to say they are professional wanderers but generally not around Michael who disapproves of the sentiment.
