Lance won the vessel in a rather strange poker game on Risa around 2372 or so. The vessel had sat in the hold either at Tranquility Station or Blazing Umbra Station until he decided to beam it to the surface of Soteria for use in the ocean around Nimbus Station.
Upgrades
The vessel is a replica of something from the mid 21st century, Earth. Originally it has a gasoline powered engine and other equipment standard for the time. It has since been updated with modern equivalents, though maintains the same vintage controls. The system now runs on a series of deuterium fuel cells that power the engines and provide electricity for the vessel. It has also been equipped with a subspace radio in addition to the conventional radio it already had, as well as a replicator both above deck and below.
