This is a desert world with a handful of agricultural and industrial colonies, there is virtually no surface water (less than 1%) but there are extensive underground aquifers and moderately sized polar ice caps.  The average surface temperature is -15 C and a surface pressure of 91.4 kPa or 0.90 atmospheres.  The surface itself is generally cold fluctuating between roughly -10 and 40 C.  The dry conditions cause problems agricultural endeavors and the agricultural collective, Harvester's Alliance, has been in a dangerous conflict with the Foundry Compact. The Compact technically settled the planet first in 2342 while the Alliance settled on a different continent in 2358.  Initially both groups worked together as some minor terraforming was in their best interests. This involved increasing the relative humidity and bringing the nitrogen / oxygen levels into a better balance and both groups worked together until 2380 when the Compact came under new leadership.  Since 2380 the colonies have been in a state of cold-war, tensions broke into violence in 2386 and an armed conflict has been escalating ever since.  There are calls within the Federation to send aid immediately, but the Federation is timid to deploy aid so close to the Romulan boarder.  The Serenity Concord has sent medical aid to the planet, but latest report the supplies were exhausted far earlier than expected.
