Tel'Peh is one of the leading scientists of the Empire and although traditionally scientists who do not employ themselves in the military arts are generally looked down upon, in the many years of service to the Empire he has assisted so many ships with plagues saving lives that this is somewhat muted. Though many still feel he must be weak or he would have gone into the military like a proper warrior he has learned to live with such treatment.
He has worked on biological weapons before, as in the Empire they seldom give you a choice not to work on what they demand. However, he considers it penance that he has always fought to come up with an antidote and also feels that he has always tried to make the product he produces too dangerous for the Klingons to use on anyone. To date none of his weaponized projects have been used specifically for that reason.
Tel'Peh is considered widely to be one of the leading experts in virology with an emphasis on genetic engineering and treatment of virulent and dangerous illness.
