This program is intended to allow a place for characters who do not want to be military to obtain a vessel and go do exploring. The vessel is small and using the AI functions prevalent in the Serenity Concord it is able to flown with a minimal crew. Originally used the Archer Class Starship, but had to work around most having a Dimensional Fold Drive, which would not be allowed for civilians. Changed to a Kestrel Class Starship which avoids this problem and the Kestrel has 2 shuttles and can hold a small crew or just passengers which opens up for the ships to be used for transport of personnel or cargo. The intention here is to allow characters to be able to make a living after being spliced in and maybe not wanting to join the military or become something they are not.

The idea for this was born out of the direct need for specific characters to not be in the military but who wanted a ship for storyline or plot purposes. The other factor for this was to reimagine the Privateer, basically a pirate that was authorized to so. Instead of authorizing a civilian to attack enemy ships, this authorizes civilians to explore the galaxy using much of their own time and resources. In modern terms it is a public-private partnership where a government contracts to private interests to do something for them, in the case of the modern day this is often infrastructure but can also be exploration for new resources. In the context of the game, this is basically a MacGuffin or plot device to get more players into positions where they can produce the stories they want for a character without unneeded overhead.
