Also called the "Displacement Order" or "Displacement Guidelines" while those are unofficial names they are often used in an official capacity along with other names.

Synopsis

The order sets up an oversight council and outlines when a particular individual may be displaced in time after a mission is completed. The idea was to head off the potential for temporal contamination due to excessive compassion in situations where compassion may not be appropriate strictly speaking.

Background

The order was issued after a debate took place among the admiralty about the potential of PTSD. It was noticed that after missions where a native of a particular time was enlisted to assist an operation, should that individual be destined to die and the operatives be unable to do something about such a fate, many developed PTSD symptoms later which rendered them unable to perform their duties (to say nothing for the impacts on personal lives). The outcome of the discussion was designed to give some feeling of control to operatives in the field who are already naturally predisposed to act rather than not act when lives are at stake.

Impacts

While the impacts of the order are not yet known as it has only been on the books since 2377; it is hoped that this will greatly reduce the risk of psychological problems with operatives in similar situations.
