The Elemental Exploration Syndicate is a group whose mission statement says they are dedicated to finding and researching new technologies and resources for planetary development in systems with particular need. Their stated criteria for these systems involves areas of high population density who have had recent economic, political, or social upheaval resulting in the inability of those populations to be self sufficient.
