Several different things went into the development of this idea. First was an episode of seaQuest DSV, though I cannot find the actual segment itself. I believe it is somewhere in the last episode of the 2nd season. The seaQuest cannot communicate with topside and initiates "E-Band", which requires the Captain to pass some kind of biometric locking mechanism. I cannot find documentation online about this. Secondly the way HAM radio operators, during an emergency, will relay critical communications between different agencies when other communications methods are unavailable. I wanted to create something that was a bit of a hybrid between the two, used in the event of a catastrophic systems failure. Protected from many systems failures because it will fail safe to actual people (not necessarily human people) relaying messages across space using whatever means they have but providing a systems gap.

The name Sukkal is taken from Indian mythology, a Sukkal is a servant of the Gods and part of the Gods house. They provide services as doormen, messengers, whatever is needed. It seemed like a good time. The way this is intended to work is through some military or government installations but mostly a hodgepodge 'network' of privately run transceivers, in the most kind of catastrophic failure, these are not government systems and thus can be maintained independently.
