The idea of this treaty is that it took place prior to most in-universe events relevant to the game. My vision is that this treaty establishes a sort of "bare minimum" for different races to handle space travel and establishes parts of interstellar law that deal with space travel. While Star Trek handles something like this in-universe by specifying at times that mining space to disable warp drives is illegal under interstellar law, it never specifically says there is a treaty.

This establishes that there is, in fact, a treaty that all races in the galaxy and expected to uphold. This can also be used for storyline purposes, a race not following the treaty or even a larger event where a government withdraws from the treaty. Provisions of the treaty may be spelled out in more detail at some point, but the basic idea is very simple -- do not do something that can cause a planet, race, space station, ship, or such to be unable to use warp drive and / or the Jump Gates. Doing so would open up the flood gates for a coalition to be formed from normally antagonistic powers to come together to fight a joint threat.
