The Janus-Hermod Treaty is the legal / diplomatic framework which establishes the use of the Hermod Gate Network between signatories as a public resource transcending political boundaries. Per the terms of the treaty, travel through space is an inalienable right of all sentient beings and too valuable of a resource for economic and cultural prosperity to not use collectively. No signatory may destroy or otherwise disable the network of gates from operating. It is permitted that governments control their own boarders through existing systems which govern customs and boarder protections.
The treaty establishes the Hermod Consortium made up of representatives from each of the signatories. The charter of the consortium is to build and maintain the network of Hermod Gates fairly and without bias toward political parties neither internal to a government or between governments.
Per the terms of the treaty any government can configure and allow a Hermod Gate to be used as a Janus Gate for travel between realities, though no government may use such technology to establish a military presence or use the gates for purposes of colonization of other realities.
Violators of the treaty will have their gates disconnected from the rest of the gate network.
