In a desperate move to keep the project alive, Dr. Vek collaborated with a reclusive hacker known as Cipher Blade. Together, they made significant progress, particularly in developing NeonSpecter's consciousness. However, in 2384, Cipher Blade betrayed Dr. Vek, attempting to steal NeonSpecter's program for his own nefarious purposes. In the ensuing confrontation, Cipher Blade killed Dr. Vek, leaving Neon Specter to fend for herself.
