The Serpents Reach is a pair of items.  Combined they form a method for control of another person.  However, control must be given freely through a promise or oath to do what the person says, anything the person says.  Once given, the collar will form into a snake and circle itself around the neck of the new slave, when it circles entirely it will click and form itself into solid gold of masterwork quality.  Being magical, it will bind to that person and cannot then be removed.

Collar

The collar compels the wearer to obey the direct orders of the one who wears the ring. It cannot be removed by any terrestrial means, forged out of extrapljnar gold, a mixture of gold said to be from the gates of heaven along with gold said to be from the throne of lucifer. As such, it is said that only a God can remove it by force, though the owner of the ring can release the slave at any time.

Ring

Worn by the owner of the collar, even if removed from the finger of the owner it remains bonded to its Master and only the Master may control his slave or release the collar.
